  1. This is the key point. In my old authourity there was a bit of a paradox at play, on one hand choice was being increased through the widening of IBs but on the other hand a new commisioning policy squeezed a care market of about 20 or so providers down to an oligopoly of providers who were, surprise surprise national companies whilst smaller local companies, often offering more tailored services were forced out of the market.

    Despite the rhetoric decisions made always come down to the bottom line. I’m still perplexed by the governments move towards more universalist free entitlements but something tells me that this move means that whilst the state guarantees care at a relatively high level of need it will increasingly look to individuals, families and the third sector to cover low and moderate needs.
